    Towards a Mixed Economy of Youth Justice

    The concept of a ?mixed economy of justice? involves the idea that welfare is delivered by a range of agencies working in partnership. The United Kingdom 1998 Crime and Disorder Act introduced multi-agency approaches requiring criminal justice agencies to work together with local authorities and communities, following a ?mixed economy of justice? model. This presentation introduces the author?s new study on how mixed economies work within youth justice in the United Kingdom. It points out that there are historical precedents to these partnerships and provides an overview of recent developments in the field. The presentation then concludes that contemporary partnerships around youth justice present a much higher level of commodification and that voluntary action now works more on the principle of investment than altruism. A criminal justice ?industry? is now in place. Is it possible, however, to ?buy social justice?? And how far has the development of a multi-agency criminal justice ?industry? assisted the realisation of child rights in the United Kingdom? If it has not, how can it be made to do so and by whom? These essential questions aim to be addressed by the author?s new project

    The origin of the diffuse galactic IR/submm emission: Revisited after IRAS

    Balloon observations are compared with Infrared Astronomy Satellite observations. There was good agreement for the longitudinal profiles. However, the dust emission observed by IRAS, contrary to the balloon observations which show dust emission only within the absolute value of b is equal to or less than 3 degrees, extends all the way to the galactic pole. The model fits were repeated using more recent parameters for the distribution of interstellar matter in the galactic disk and central region. The IR luminosities are derived for the revised galactic distance scale of solar radius - 8.5 Kpc. A total IR luminosity of 1.2 E10 solar luminosity is obtained, which is about one third of the estimated stellar luminosity of the Galaxy. The dust emission spectrum lambdaI(sub lambda) attains it maximum at 100 microns. A secondary maximum in the dust emission spectrum occurs at 10 microns, which contains 15% of the total IR luminosity of the Galaxy. The galactic dust emission spectrum was compared with the dust emission spectra of external IRAS galaxies. The warm dust luminosity relates to the present OB star formation rate, while flux densities observed at longer submm wavelengths are dominated by cold dust emission and thus can be used to estimate gas masses

    Ternary and quadriphase sequence diffusers

    A room acoustic diffuser breaks up reflected wavefronts, and this can be achieved by presenting a spatially varying surface impedance. In hybrid surfaces, varying impedance is achieved by patches of absorption and reflection, giving reflection coefficients nominally of 0 and 1. These surfaces are hybrids, absorbing some of the incident sound while diffusing any reflected energy. A problem with planar hybrid surfaces is that specular energy is only removed by absorption. By exploiting interference, by reflecting waves out-of-phase with the specular energy, it is possible to diminish the specular energy further. This can be achieved by using a diffuser based on a ternary sequence that nominally has reflection coefficients of 0, -1, and +1. Ternary sequences are therefore a way of forming hybrid absorber-diffusers that achieve better scattering performance without additional absorption. This paper discusses methods for making ternary sequence diffusers, including giving sequence generation methods. It presents prediction results based on Fourier and boundary element method models to examine the performance. While ternary diffusers have better performance than unipolar binary diffusers at most frequencies, there are frequencies at which the performances are the same.
